How close are NYC’s buildings to meeting their LL97 carbon limits?
Original publication by Urban Green Council • Updated January 2026
Highlights
- Almost half of covered multifamily and office buildings meet their 2030 limits; the other half will need some action.
- Covered buildings must comply with their 2024 emissions limits through 2029.
Local Law 97 places carbon caps on thousands of residential and commercial properties across NYC. In past years, we’ve assessed future compliance status using energy benchmarking data. Now that the limits for 2024-2029 are in effect, we’ll wait for official 2024 compliance information from the NYC Department of Buildings later this year. You can explore our previous analysis of 2024 compliance rates here.
The graphs below show how the current energy use of covered buildings relates to the law’s next emissions limits in 2030. The compliance rates using the latest benchmarking data (2024) are:
2030 LL97 limits
43%
of all buildings meet
2030 limits
46%
of multifamily buildings meet 2030 limits
