LL97: Unpacking the Proposed Rules (2022)

The NYC Department of Buildings has released the much-anticipated Proposed Rules for Local Law 97. The comprehensive package refines many of the law’s details on carbon accounting and compliance requirements through 2050. Once finalized, these rules will shape the law for the decades ahead.

Chris Halfnight

Chris is the COO of Urban Green Council, overseeing the organization’s strategy, research, policy and education initiatives to advance energy efficiency and building decarbonization in New York City, New York State and beyond. He was previously Senior Director of Research and Policy, leading data analysis, clean tech research, policy development, and city and state advocacy efforts. Chris is a mayoral appointee to NYC’s 26-member Sustainability Advisory Board. Prior to Urban Green, Chris was an attorney at Shearman & Sterling LLP and worked on clean energy policy for the Yale Center for Environmental Law and Policy and NRDC. He holds a B.A. and J.D. from McGill University and a Master of Environmental Management with a specialization in energy systems from the Yale School of the Environment.
