On September 27, the NYC Department of Buildings (DOB) released a new set of proposed rules for Local Law 97. If adopted, the proposed rules will create new support for affordable housing retrofits and fill in important details required by law. Highlights include:

Speakers

Laura Popa
Deputy Commissioner of Sustainability, NYC Department of Buildings

Laura Popa joined the DOB after more than 22 years of public service as a legal and policy advisor at the New York City Council and the New York City Taxi and Limousine Commission. During her career in public service, she oversaw the development of legislation and policy at the City Council and directed the Council’s efforts to enact landmark legislation that supports citywide greenhouse gas emissions limits, the institutionalization of long-term sustainability and resiliency planning, and the expansion of clean and renewable energy. She also served on numerous advisory boards and task forces related to sustainability and was a member of the Mayor’s Commission on Gender Equity.

Beth Golub
Director of Sustainability Policy and Legal Matters, NYC Department of Buildings

Beth Golub is the Director of Sustainability Policy and Legal Matters at the NYC Department of Buildings, overseeing the legal and policy team in the Department’s Sustainability Bureau, working to achieve energy efficiency and emissions reductions in buildings, which account for two-thirds of all greenhouse gas emissions in New York City. Beth’s work involves developing policy and legal analysis for the implementation of Local Law 97, and advising on all issues relating to sustainable buildings and the clean energy transition.

Emily Hoffman
Director of Building Energy & Emissions Performance, NYC Department of Buildings

Emily Hoffman is the Director of Building Energy and Emissions Performance (OBEEP) at NYC’s Department of Buildings, where she focuses on the implementation of Local Law 97 and other Sustainability Laws. Over the past decade, she has led the DOB Energy Code development and compliance team and has been deeply engaged in local and national energy code development. She has served as the Vice Chair of the IECC Energy Code Committee and as a member of the ASHRAE 90.1 and ASHRAE 229P committees. She holds bachelor’s and master’s degrees in mechanical engineering from Washington University in St. Louis.

Chris Halfnight (Moderator)
Senior Director, Research & Policy, Urban Green Council

Chris Halfnight leads Urban Green’s policy initiatives, working with stakeholders and policymakers to advance energy efficiency and green building in New York City and State. He was Vice Chair of and managed the 80×50 Buildings Partnership, a collaboration of more than 40 leading stakeholders to shape an energy performance policy for NYC’s large buildings. Prior to Urban Green, Chris was an attorney at Shearman & Sterling LLP and worked on energy policy at the Yale Center for Environmental Law and Policy and the Natural Resources Defense Council. He holds a Bachelor of Arts, Bachelor of Laws, and Bachelor of Civil Law from McGill University, as well as a Master’s in Environmental Management with a specialization in energy from the Yale School of Forestry and Environmental Studies.
