C-PACE in Action: Financing clean energy projects in New York

On December 4, 2025, we held a special webinar on NYC’s Commercial Property Assessed Clean Energy (C-PACE) Program.

C-PACE is an innovative financing tool that provides long-term, fixed-rate loans for owners pursuing energy upgrades in commercial and multi-family buildings. In this webinar, speakers discuss how the program works, its basic requirements for project eligibility, and ways to access financing.

Kyle Madden-Peister
Associate Director, NYCEEC

Kyle Madden-Peister is an Associate Director for NYCEEC’s Legal team, supporting its work in providing clean energy financing for communities. He also helps manage New York City’s Property Assessed Clean Energy (PACE) program that is administered by NYCEEC. Prior to joining NYCEEC, in addition to working in private practice, Kyle completed legal fellowships with the New York State Office of the Attorney General and the New York City Mayor’s Office of Resiliency. Kyle holds a JD from the University of California, Los Angeles and a BA in International Relations from the University of Pennsylvania. He is admitted to practice in New York State.

Ivy Trzebucki
Director and Climate Financing Strategist, NYC Mayor’s Office of Climate & Environmental Justice

Ivy Trzebucki is the Director, Climate Financing Strategist at the New York City Mayor’s Office of Climate & Environmental Justice, where she leads efforts to design financing mechanisms that advance Local Law 97 compliance and equitable decarbonization across the city’s building stock. Drawing on over 15 years in leveraged credit and capital markets with institutions such as Crédit Agricole CIB and Oppenheimer & Co., Ivy brings deep expertise in structuring, investor engagement, and building public-private partnerships to mobilize climate capital at scale.

Michele Pitale
Managing Director, CounterpointeSRE

Michele Pitale, M.D. is a Managing Director and heads principal and commercial PACE transactions. She leads CounterpointeSRE’s commercial PACE financing team with a focus on new construction development, transitional and rehab investments. Dr. Pitale provides expertise in deep energy retrofits and a passion for advancing projects with community benefits that provide accretive economics for owners. She serves as liaison to the Department of Energy Better Buildings and the National Academy of Medicine as part of its Climate Collaborative. Prior to focusing on sustainable energy finance, Dr. Pitale practiced medicine as an Assistant Professor of Surgery and Otolaryngology at Albert Einstein College of Medicine in New York and as a surgeon at the National Institutes of Health (NIH) in the Laboratory of Clinical Investigation, NIAID in Bethesda, MD and has authored surgical chapters in textbooks and a number of peer-reviewed research articles. Dr. Pitale earned a BS in chemistry from Juniata College and holds an M.D. from Temple University in Pennsylvania.
