NEW BILL SEEKS TO CHANGE LOCAL LAW 97

A new City Council bill would shrink the carve-out for rent-regulated buildings in Local Law 97.

Currently, the building emissions law allows any building with a rent-regulated unit to comply through a list of low-cost upgrades. The proposed amendment would instead require those with 35 percent or fewer regulated units to meet the law’s ongoing emissions caps.

The expansion aligns with the state’s new rent laws and would increase the impact of Local Law 97.
